Diseases are not equal. While some are quarantined in luxurious houses and gardens, some are just staring out the window in small houses. According to research, after this pandemic, those already unequally treated people were the first to lose their jobs. There is a research claiming that colored people are more exposed to the virus, too.

For daily job workers, staying at home means having to starve. The expectations that this situation is going to make the poor even poorer is a troubling, but reasonable idea. But on the other side, this pandemic could become a milestone for change.

This is not the first time.

Brazil created their social welfare system during the economy crisis in 2008. Thailand started their medical welfare supporting system during their economic downturn in the late 90s.

Even before that, due to the Great Depression, America created their social welfare and Britain´s social medical system was born during World War 2.

Crisis makes possible things that couldn´t have been imagined before.

Hundreds of thousands of dollars lost.

Several weeks ago, the same thing happened to a company in Seattle. BBC had already reported about ´Gravity´ several months ago, that it has been 5 years since they made the difficult decision. In 2015, CEO Dan Price reluctantly lowered his own salary to pay for his workers´ salaries.

The result was a complete success. Their workers doubled. Everyone was happy and were willing to dedicate themselves, since they could have kinds or buy a house.

But then, the world fell.

Last week, the Price we contacted last week looked tired. “I didn’t have no fever before”, he said. “Now I’ve had one for 5 weeks”

Gravity had been affected by the virus since the very beginning. This company earns money from dealing with businessmen, taking care of their credit card deals. Their main customers such as bars, markets, cafes and restaurants were all hit directly in the face by people staying at home.

Price tells us that monthly profits were cut into half. Famous for its large salaries to workers, Gravity pays $1,500,000 every month for its workers, and without a breakthrough, the company would have gone bankrupt within months.

Price couldn’t fire his workers, and increasing the fees they get from their customers was impossible, too. But then, something miraculous happened.

Men than Growth

Right now we are witnessing a gigantic social experiment. Because of the Covid-19, countries all over the world are declaring Blockade like a domino. After banning economic activities, the government is caring more about well-being than economic growth. We all want the Blockade to be a short term strategy. But there are experts like the World Bank economy expert Hugo Gentlini that believe the effects could be long lasting. He pointed out the good effects of the blockade. According to his research 6 million people could get help from the cash support program. He also says that a lot of governments are working to help out the poor. Morocco and Colombia made a YouTube video explaining how people can apply for subsidies. This is just a part of the hundreds of poverty relief programs around the world that has begun in the last few weeks. According to Gentlini the effects of these programs are hard to predict, but as long as they have begun, long term measures will be possible.

Who will pay the price?

Last March, Dan Price heard only bad news from his workers during online meetings. Jared Spears is one of those workers. “It has been 3 weeks since we started waiting for the worst news.” He felt worse and worse as the meetings continued. “I sent a message to 10 people, Is it over?” Price shared the situation of the company at that time. They had a 1.5 million deficit. He asked in the meeting, “Can we solve this problem?” He didn’t want to lose his workers, neither did he want to increase fees. Jared Spears said everybody agreed with him. Someone suggested lowering their wages. Some thought this was not fair. Some had to raise a child on their own. Anonymously, they got into a conclusion that they should cut their wages. This is not a normal way to run a company. Normally, CEOs fire his workers in pandemics. But Spears thinks that when a CEO respects his workers’ value, they would save the CEO from the dangerous situations. Dan Price has been fighting with billionaires on his twitter. People fighting for equality say that the next few steps of the government is crucial. The government will need to choose to whom they will put the burdens of this pandemic on. Andrew Sumner, an economist at Kings College, believes that “The world will reach one of the two extreme conclusions. He announced that 50 million people could be led into poverty due to the Covid-19. “Some countries will make certain people pay more taxes, or it could turn into a world of unequal separation policies.” Economist Jason Hickel says that “We need an economy that can provide both human welfare and stabilization of our environment. What good is any social structure if these aren’t made possible?”

일용직 노동자에게 봉쇄령은 굶주림을 의미한다. 이번 사태가 가난한 사람을 더 가난하게 만들 가능성이 있다는 말은 우울하지만 놀랍지는 않다. 하지만 이번 사태가 변화의 계기가 될 수도 있다.

이번이 처음은 아니다.

 

브라질은 2008년 금융 위기 상황에서 사회 보장제를 신설했다. 태국은 90년대 말 불경기를 겪으며 공공 의료보험제를 시작했다.

더 거슬러 올라가면 세계 대공황으로 인해 미국은 사회보장제도를 도입했다. 영국이 국가보건의료서비스를 시작하게 된 계기는 세계 2차대전이다.

위기는 전에는 상상할 수 없었던 일을 가능케한다. 세상을 보다 평등하게 만들기위해 희생을 감수하게 하는걸까?

수백만의 손실

몇 주 전 미국 시애틀의 한 회사에서도 같은 일이 벌어졌다. 이미 올해 초 BBC에서는 '그라비티'에 대해 보도한 바 있다. 어려운 결정을 내린지 5년째를 맞았다는 내용이었다. 2015년 최고경영자 댄 프라이스는 모든 직원에게 연봉 7만 달러 이상을 주기위해 자신의 연봉 수백만 달러를 삭감했다. 결과는 성공적이었다. 회사 직원의 수는 2배로 증가했다. 모든 직원은 보다 행복했고 더 열심히 일했다. 집을 사거나 아이를 가질 수 있었기 때문이다. 회사 수익은 증가했다. 그리고는 세상이 무너졌다. 지난 주 화상 통화에서 만난 프라이스는 지쳐보였다. 그에게 힘든 시간이었다. "이전에는 두통 같은 게 없었다"고 그는 말했다. 성장보다는 사람

현재 우리는 역대 최대 규모의 사회 실험을 목격 중이다. 신종 코로나바이러스가 세계로 확산되며 도미노처럼 한 나라 씩 차례로 봉쇄령을 내렸다. 경제활동을 금지한 가운데 정부는 성장보다 사람과 웰빙을 우선하고 있다. 우리 모두 봉쇄령이 단기 전략이기를 바란다. 하지만 경기부양책을 지지하는 세계은행 경제전문가 우고 젠틀리니처럼 봉쇄령의 영향이 장기적일 것이라고 보는 사람들도 있다. 젠틀리니는 봉쇄령의 순기능을 지적했다. 하루가 멀다하고 어려움을 겪고 있는 빈곤층을 돕기 위한 계획이 발표되고 있기 때문이다. 그의 연구에 따르면 이번 사태로 어려움으로 겪는 6억 명의 인구가 현금 지급 프로그램의 도움을 받게 될 것이다. 그는 또한 많은 정부가 취약 계층이 돕기위해 노력한다고 지적했다. 모로코와 콜롬비아는 지원금 신청방법을 안내하는 유튜브 동영상을 제작했다. 이는 지난 몇 주 간 제시된 수백 가지 프로젝트의 일부다. 젠틸리니에 따르면 이번 프로그램의 효과를 단정하기는 이르다. 하지만 일단 도입되면 장기적으로 정착 가능하다.
